We are an independent community legal
aid clinic. The clinic began in 1969 with the help of Al Baldwin, an
injured worker activist. One of his other memorable accomplishments
was to show up at Queen’s Park in a body-cast, ending up on the
floor at the feet of the Premier and his family, to draw public and
political attention to the problems faced by injured workers. There
were no legal clinics in the legal aid plan at that time. The office
survived on various grants.
Over the next few years, other
community based advocacy centres were established across Ontario. In
1974, a government appointed Task Force reviewed the legal aid plan
and recommended funding for neighbourhood/community legal clinics.
In 1976, we applied for and received funding under the Ontario Legal
Aid Plan. That is now our only source of funds. The administration
of the clinic is the responsibility of the staff collective and a
board of directors from the community of injured workers and injured
worker advocates.
The clinic’s services are free of
charge. The office has eight caseworkers and one support staff.
There are financial eligibility limits set by legal aid. Demand for
assistance exceeds our resources. We often provide self-help
information and make referrals to other organizations providing free
legal assistance. We consider ourselves to be a community
legal clinic and strive to involve injured workers in the struggle
for justice and in all aspects of the clinic's work, which includes
casework, public education, law reform and organizing. The clinic
hosts meetings of injured worker support groups and the ‘Bright
Lights’ injured workers who have been meeting at the clinic for
education and action for several years.
We work with the injured workers in our
community and with injured worker organizations, community legal
clinics and labour organizations. Many of our activities are done
jointly with the Ontario Network of Injured Worker Groups (ONIWG),
the Union of Injured Workers (UIW), the Canadian Injured Worker
Alliance (CIWA), the Toronto Injured Worker Advocacy Group (TIWAG),
the Ontario Legal Clinic Workers’ Compensation Network and the
Ontario Federation of Labour (OFL).
